President Bryan Murphy called the meeting to order at 7:00 p.m.

Bryan introduced Joe Burgett, fire chief of Platte Canyon FD. He has been working closely with our Firewise committee and congratulated ECHPOA on a great start to the Firewise Program.

There was no meeting in January due to a snowstorm. December minutes were on the tables to look over and approve.  Motion to accept the December minutes was made by Bryan and seconded by Walt Wark. The motion carried.

Treasurer Report was given by Karen Ellis. Membership is about half of what it was for the same time last year.  Last year we had offered a membership discount to pay early.  Reports for both December and January were on the tables for review.  All current expenses have been reimbursed.  Motion to accept the reports were given by Bryan and seconded by Walt. The motion carried.

Activity Report was given by Dale Wark. There is nothing planned at this time.  The summer Firewise work day will be combined with a picnic lunch at the association building.  We hope to bring more community members out for the work day.  Motion to accept the report was given by Paul Ellis and seconded by Ted Stein.  The motion carried.

Building Report was given by Felix Beall. The new cluster mailbox has been installed.  The flow meter needs to be installed on the water pump.  The 2 x 550 gallon water storage tanks have been set up in the basement and can now be filled by truck.  Pictures of these state required improvements will be sent to the water commissioner.  The interior painting to be done by community service has not been scheduled yet.  The old couch out on the deck has been disposed of.  Motion to accept the report was made by Karen and seconded by Jeff DeBerry.   The motion carried.

Corral Report was given by Bryan. At this time the horse owners are hauling in the water for the corral. They buy it in Bailey.  Bryan has acquired an ATV with a bush hog attachment that will be used to cut the pastures when needed. It also can be used to move manure.  There are still three openings at the corral.  Bryan has done research and found that many local corrals are advertising their open spaces. Several stalls still need new roofs and the hay barn needs repair.  Electricity use is down because of fewer horses and water heaters being used.  Motion to accept the report was made by Ted and seconded by Walt.  The motion carried.

Pond Report was given by Al Cook. Pond is frozen and there are several spots used for ice fishing.  Springs for water augmentation are still being investigated.  A meter to measure pond depth and calculate evaporation rate is being worked on and will be installed.  Paul will drill holes in the ice to find depth of water and ice this weekend.  Motion to accept the report was made by Ted and seconded by Karen.  The motion carried.

Blog Report was given by Karen. There were 314 hits, 2 new articles and 3 new pictures.  Hits were closer to our monthly average than it has been for the past 6 months.  Motion to accept the report was made by Ted and seconded by Walt.  The motion carried.

Old Business   Karen emailed an electronic copy of the January 2017 newsletter to 102 members, and sent a paper copy to 8 members without an email address who had joined either in 2014, 2015, or 2016 and still own property in ECH.  She also sent a paper copy with a welcome letter to 26 new property owners who bought in 2016.  This leaves about 220 property owners who have received previous newsletters but had not joined within the past 3 years.  Karen has also posted the newsletter on the blog and placed printed copies in the brochure boxes located at each of the 4 mail box clusters and on the association building.  Changing over to this method of distribution has saved ECHPOA several hundreds of dollars and many volunteer hours.

New Business  Paul has sent all the required information to Courtney Peterson, Colorado State Forest Service, for our Firewise Certification.  There are fifteen properties involved so far.  We hope to expand that number this spring.
