ECHPOA MEETING MINUTES FOR July 6, 2016
The meeting was called to order by board member Felix Beall at 7:05 p.m.
Copies of the minutes from the previous meeting were on the tables for members to read. A motion to accept the June minutes was made by Karen Ellis and seconded by Jeff DeBerry. The motion carried.
Treasurer’s Report Copies of the June report were available for review on each table. After time was given to review the copies, a motion to accept was made by made by Paul Ellis and seconded by Jeff. The motion carried.

Activities Report was given by Dale Wark. The June barbeque was not as well attended as last year’s party. This year 22 people came, last year there were about 50. The next function is Autumn Festival, on August 27th, Saturday, 12:00 noon to 3:00 p.m. A motion to accept the Activities Report was given by Jeff and seconded by Walt Wark. The motion carried.
Blog Report was given by Karen. There were 436 hits on the blog, 6 new articles were posted, 40 pictures were uploaded, and 2 new pages were added. Jeff moved to accept the Blog Report and Walt seconded the motion. The motion carried.
Building Report was given by Felix Beall. The counter top in the Association Building still needs to be attached, paint and equipment are in the kitchen to finish the baths and hallway. A light in the hay barn at the corral needs to be installed. Paul moved to accept the Building Report and Jeff seconded the motion. The motion carried.
Corral Report was given by Meg Wood. There are currently 4 horses and 3 openings in the corral, Bryan Murphy is paying to reserve the 8th space. Cross fencing has been installed and grass seed is down and growing. There are now three fields to rotate the horses through which should allow more of the grass to recover between grazing sessions. There is one application for an open position at this time. Compost is available for pickup. The tractor is on loan and currently not working, but waiting for parts. Linda James talked about our stream assessment scheduled for July 12th. Mark Beardsley from Ecometrics LLC. will evaluate what needs to be done to improve the area and make it more attractive for beavers. Jeff moved to accept the Corral Report. Walt seconded the motion and the motion carried.
Pond Report was given by Allen Cook. All is good at the pond. $28.50 was removed from the fish food dispenser. In a discussion about the effect of muskrats on the pond, it was stated that a muskrat could do no harm because the dam holding the water in our pond is so wide and so compact as a result of it being a road. No action is planned. The current insurance plan requires that we have safety equipment approved by the Red Cross or US Coast Gard. Paul has found a life ring, throwing rope, and hanger for about $75. Felix moved to allow the purchase of this equipment. Jeff seconded the motion and the motion carried. Paul moved to accept the Pond Report. Mike Felix seconded the motion and the motion carried.
Old Business There was no old business.
New Business Two residents of ECHPOA addressed the meeting and discussed the issue of lead in the water at the Deer Creek Elementary School on County Road 43, near our association. They are wanting answers from the school board about past testing and reporting and are working to recall the school board members. During the discussion it was offered that if they sent the Treasure/Secretary information, it would be put on the blog. In addition the suggestion was made that they could respond on the blog as well.
Joe Burgett, Assistant Chief, Platte Canyon Fire Protection District, will be reviewing properties for Firewise recommendations on Saturday July 16th.
A new slash field will soon be opening near the ball field at Highway 285 and County Road 72. Stay tuned for updates.
